Roots Of Change is a complex organization that benefits from continuous feedback.  ROC therefore works with an external Evaluator to assess its impact in the field, and continually improve its structure and methodology for change. 

Blueprint Research and Design currently serves as ROC's external Evaluator. Blueprint Research and Design will play a central role in defining and honing the organizational structure of ROC, and will analyze the impacts of ROC and provide a continuous stream of feedback that will improve its approach.

The findings reported by the external Evaluator are used by the Staff, Stewardship Council, Funders, and ROC Leaders to refine the strategy of ROC and its funding priorities. ROC's goal is to have the evaluator provide input and feedback that will improve the effectiveness of ROC and assess its overall impact on California's food system.

To this end, the external evaluator completes the following tasks:
  1. Works with ROC to aggregate grantee impact and measure the cumulative progress being made by the ROC Fund toward its goals and objectives;
  2. Identifies what is most successful/ least successful in ROC's current strategy. Offers recommendations for how to improve effectiveness;  
  3. Conducts general oversight on the metric reporting by the grantee organizations and assists grantee organizations with their own evaluation strategies;
  4. Works with ROC staff on the overall organizational evaluation strategy; and
  5. Provides information to the Headwaters Group to conduct cluster evaluations (the Headwaters Group is the W. K. Kellogg Foundations evaluation team). Team's methodologies should be compatible with those used by Headwaters.
